Ambedkar Overseas Vidya Nidhi Scheme

One of the government schemes in for the students Ambedkar Overseas Vidya Nidhi scheme provides financial assistance for SC/ST meritorious students. With the help of this scheme, SC/ST students can pursue their higher studies in foreign countries like America, Australia, UK, etc. Students get scholarships for the studies and is non-repayable.

In this way, the AP government is able to increase the students in SC/ST categories performing higher education. The government will identify 1000 SC and ST students who will be sent abroad. Also it has a view of increasing scholarship amount, which is currently Rs 10 lakhs. Number of SC candidates that can be selected are 500 and ST candidates are 100. Every year they will be given the AOVN scholarship.

The candidate should be prepared to go abroad by writing GRE, TOEFL, …. exams, get admission in any  foreign university with his passport ready and other requirements. This scheme provides financial assistance for the candidate to pursue his/her studies. The scheme is implemented by Social Welfare Department and Government of Andhra Pradesh. Scholarship and other payments to the candidate

The total scholarship amount payable for each eligible candidate is Rs 10 lakh. This total amount is paid by the government in two instalments.

Instalment 1: The amount is Rs 5 lakh and is paid to the candidate upon production of the  landing permit / 1-94 card i.e Immigration card through AP epass web portal.

Instalment 2: In this instalment also,the amount is Rs 5 lakh which is paid only depending upon the 1st semester result, which is also through APePASS web portal.

The candidate can also use this grant towards obtaining a visa from the respective Embassy.

  • Educational loan:The candidate can avail an educational loan of Rs 5 lakhs from any Nationalized Bank at prevailing rates of interest.
  • Passage Grant:Least fare (by economy class) through the shortest route will be paid.This is only through the proof of valid visa and admission particulars.
  • Visa fees:Upon the production of validvisa and concerned receipts, total visa fees shall be reinbursed.


1.Educational qualification:

  1. For Post Graduate Course abroad: The candidate should have passed with 60% marks or equivalent grade in foundation Degree in Engineering/Management/Pure Sciences/Agriculture sciences/Medicine & Nursing/Social Sciences/Humanities.
  2. For PhD Course abroad: The candidate should have passed with 60% marks or equivalent grade in PG Course in Engineering/Management/Pure Sciences/Agriculture Sciences/Medicine/Social Sciences/Humanities.
  3. For PG in Medicine: SC Students should have 55% marks.

2.Age of the candidate:

The maximum age for eligibility under the scheme is 35 years as on 1 st July of the year of advertisement.

3.Income Criteria:

  • SC candidate:The family income* should not exceed Rs Two Lacs per annum.
  • ST candidate:The family income* should not exceed Rs Two Lacs Fifty Thousand per annum.
  • *Income from all sources if the candidate is an employee:
    • Salary certificate of the employer is required.
    • Latest monthly salary slip and Latest Tax Assessment copy of the employer need to be attached with the application form.
    • In any case, the income certificate must be obtained through MEE SEVA.

4.One child in a family one time award:

The eard of same parents/guardian is considered only once in his/her life time. And also, no other siblings of those parents/guardian are allowed to apply. This is left to the self-certification of the candidate.

5.Residence of the candidate:

The candidate must be the permanent resident of AP.

6.Countries Eligible under the scheme:

Initially, the countries eligible were US, Canada, UK, Singapore and Australia. Now, 10 more countries are added to the list:

Germany, New Zealand, Sweden, Netherlands, France, Denmark, Russia, Philippines, Kazakhstan and China.  Of these countries, Philippines, Kazakhstan and China are eligible only for the study of medicine.


  • The candidate should have a valid TOEFL/IELTS and GRE/GMAT.
  • The candidate should have got admission in an accredited Foreign University.
  • The candidate must have a valid Passport.
  • The candidates are left upon their own efforts for taking admission in an accredited University/Institution abroad.
  • Maximum one year is the time given to the candidate to join the selected university.After one year, the candidate’s selection is cancelled in the scheme.And no requests for extending the scheme are entertained.
  • It is the responsibility of the candidate to get the appropriate visa for the country, where he/she can pursue their courses under the scheme and he/she returns to India.
  • The candidate should submit the application with the necessary documents.Without documents or incomplete application shall not be considered.

Procedure for selection

Notification for applying for the scheme will be published in

  1. leading newspapers
  2. University campuses
  3. e-pass portal

In August/September and in January/February of the year.

  • Willing candidates can apply from 1st August to 30th September and in 1st January to 29th February of the year.
  • 33%   –   reserved for female candidate  in the scheme which can be transferred to male candidates if the number of female candidates are insufficient.

Documents required at the time of applying

  • Caste certificate from MEE SEVA.
  • Income certificate from MEE SEVA.
  • Date of Birth certificate.
  • Aadhar card.
  • E-Pass ID Number.
  • Residential/Nativity certificate.
  • Passport copy.
  • Marksheet from SSC/Inter/Graduate/PG level.
  • GRE/GMAT or equivalent qualifying exam/test score card.
  • TOEFL/IELTS score card.
  • Admission offer letter from foriegn university (I-20, letter of Admission or equivalent).
  • Copy of the latest Tax assessment is to be enclosed.
  • Copy of Bank Pass Book of Nationalised Bank.
  • Photo to be scanned and uploaded.

Courses pursued under the scheme

PG Diploma courses of one year, and one and a half year duration can be pursued under Ambedkar Overseas Vidya Nidhi scheme


  • Student Partnership Programme (SPP) in Canada is for one year duration.
  • MS in kinesiology in USA is one and a half year duration. Here, the university issues Masters Degree.
    • MBBS course:The candidate can also pursue MBBS course in Phillippines,Kazakhstan and China only.
    • The candidate can also study Certified Public Accountant (CPA) and Certified Portfolio Manager (CPM) courses in the US which are equivalent to Chartered Accountancy (CA) and Cost Accounting (CA) courses in India.

Modifications to the scheme

  • The candidate is allowed to change the course of study or research through the midway when only approved by the State Level Selection Committee.
  • The AP State Scheduled Caste and Scheduled Tribe Cooperative Finance Corporation shall coordinate with the nationalized banks for securing the educational loans to the selected candidates.

Earnings from Research/Teaching Assistance-ship

The candidate’s finance can be increased by undertaking  Research/Teaching Assistance-ship.

Utilization Certificate

The scheme keeps a record with utilization certificate from the student, which the student gets from the concerned university authorities.
